Do I need a license to sell tobacco, vape, or smoking hemp in a retail store?
No, currently the state of Tennessee does not require or offer a license/permit in order to sell tobacco products. We encourage you as a business owner to contact the FDA, and Tennessee Department of Revenue to make sure you are following their requirements.

What the FDA requires
Retailers must follow federal tobacco laws: it’s illegal to sell any tobacco product to anyone under 21 (Tobacco 21). Retailers must check ID (FDA now directs checking ID for purchasers under 30) and may be inspected and sanctioned by FDA for violations. U.S. Food and Drug Administration+1
What the Tennessee Department of Revenue requires
Tennessee does not require a statewide retailer tobacco license — licensing is required for manufacturers, wholesalers/distributors and other non-retailer dealers, not ordinary retail stores. Retailers must, however, sell only properly taxed/stamped cigarettes and comply with tobacco tax reporting systems (e.g., the Retail Accountability Program for wholesalers; retailers can be liable for untaxed purchases).
